In May of 2014, the first bidding for the "demolition of the National Stadium" was conducted, along with the reimbursement of the Main Stadium for the hosting of the 2020 Tokyo Olympics. 

The first round of bidding was conducted such that only general contractors could participate, but the all of the general contractors who participated exceeded the predetermined price, so the bidding was not completed. 

Then, in July of 2014 the second round of bidding was conducted. With the failure of the first round of bidding, the second round opened the door from only general contractors being able to bid to also include wrecking contractors who met the bidding conditions set by the Ministry of Education, Culture, Sports, Science and Technology. 

Fujimura Co., Ltd. joined the second round of bidding and made the lowest bid of both the north and south construction section, but became the target of a "special emphasis survey" and for some reason was deemed "invalid". Although it had placed the lowest bid, Fujimura was not able to get the contract. 

Kazuhito Fujimura went into action.

 Kazuhito Fujimura appealed to the government procurement complaint investigations committee in the Cabinet Office. 

This issue was debated in parliament as well, and was also widely reported in the mass media. 

... And then Fujimura Co., Ltd was victorious. 

It was judged that there were serious doubts in the bidding procedures, and through a process of "revocation of contract" and "rebidding", Fujimura Co., Ltd. was put in charge of the National Stadium demolition work, north construction district. 

The efforts of Kazuhito Fujimura, who loved this country and believed in fair and impartial competition, were rewarded, and it was a moment when justice was victorious.
